I liked Bikini Kill a lot, but Kathleen often sang kinda out of tune or slightly off. Endearing and just right for a DIY feel, but best?

That's what I liked/like.  DIY is best.

Blake Schwarzenbach (Jawbreaker, 24 Hour era), Richard Hell, Tom Verlaine (Television), Ian Mackaye (Minor Threat, Fugazi, DUH) maybe has the best yell, tho.

John of Weakerthans/Propaghandi fame.

Most of my other favs are already listed. Generally I like the huskier voices... it's just more punk rock.

She's got an insane voice, but I think I'd argue she's not really a punk singer. More soul/rock, even if the BellRays pretty much played and aligned themselves with the garage punk scene. How's the Now Time Delegation? I haven't listed to them yet.

Yeah, my definition of "punk" is pretty broad so they definitely fall into it. Now Time Delegation records kicks ass. It's a Tim Kerr project so that should tell you right there what to expect. Bluesy soul rammed through a punk filter.
